Illegal, Unreported and Unregulated Fishing and Associated Drivers
This paper provides an in-depth look at illegal, unreported and unregulated (IUU) fishing, covering its drivers and consequences, especially for the ocean economy. By looking at the breadth of areas in need of reform, the paper lays out a methodology for addressing IUU fishing, including best practices for implementing the Port State Measures Agreement and other means to prevent IUU fishing catches from entering the market and to promote technologies for combatting IUU fishing, strategies for transitioning IUU fishing fleets, and the role of regional and international partnerships.
The lead authors of this paper are Sjarief Widjaja, Tony Long and Hassan Wirajuda. Contributing authors include Hennie Van As, Per Erik Bergh, Annie Brett, Duncan Copeland, Miriam Fernandez, Ahmad Gusman, Stephanie Juwana, Toni Ruchimat, Steve Trent and Chris Wilcox.
‘Illegal, Unreported and Unregulated Fishing and Associated Drivers’ launched on 8 February 2020, to coincide with the African Union Summit in Addis Ababa, Ethiopia. The event was convened by President Danny Faure of Seychelles together with President Uhuru Kenyatta of Kenya and President Faure Gnassingbe of Togo with interventions from HLP Co-chair Prime Minister Erna Solberg of Norway. Blue Paper author Tony Long also attended.
Blue Paper authors Tony Long and Stephanie Juwana along with Secretariat team members Nicola Frost and Mansi Konar published the WRI blog post, ‘Fast-tracking Law-abiding Ships at Ports Could Help End Illegal Fishing’. Kenya’s Ocean Panel Sherpa, Ruth Kagia, published ‘Enough is enough. African nations must unite against illegal fishing’ in the Africa Report. Nature Food also published an adapted version of the Blue Paper.
